What’s a big shot like Franklin doing on the Board? Out of the goodness of his heart? Highly unlikely.

Probably to stymie the sale of chunks of land by the developer next to his home. The reality is, if you are serving in a quasi public position such as on the HOA board, you probably should not do so on purely personal gain. Just my two. Of course he can use the HOA money to buy it.
